Original research, kinda. It's apparently some suggestions for fighting spam, not very easy to understand, and I don't see how Wikipedia can use it, even under a different title. It did have a speedy tag, but it wasn't speedied for a couple of days, so I brought it here. Kappa 00:15, 21 Feb 2005 (UTC)
